About the Upstream Fund

The Upstream Model is an annual fund. Each year call for proposals will be accepted, please see the events page for more information about the next funding cycle.

We encourage for you think realistically about how much it will cost for your initiate to be successful and to ask for that amount. There is no limit to the amount of funding that can be requested. However we are looking at amplifying the great work being done across the region and want the funds to expand as broadly as possible.

We will also ask you to consider what you could do for less if the Community Change Committee decides to give to less than your request.

To qualify for Upstream and CCB Funding the initiative must not be profit generating. For profit groups/organizations and Social Enterprises are not eligible for Upstream Model funding. A non-profit organization is an association or corporation committed to operating exclusively for social welfare and civic improvement without a personal gain or a financial profit.

No, unincorporated groups and organizations are eligible for funding. Unincorporated applicants should understand the financial implications and consider working with a Financial Sponsor through which your funding will be delivered. 

We recommend that you consult with your bank or tax or financial professional to determine how the grant you receive will impact your personal and/or business income taxes.

• Funding prioritizes organizations/initiatives without an existing funding source.

• Activities or initiatives that are partially funded are eligible must clearly outline the existing funding and the funding that is being requested through the 2024 Upstream/CCB funding cycle.

• Changes to funding sources should be communicated with the Upstream Team to develop a plan to ensure funds are allocated to activities without existing funding.

Groups/organizations who have previously received funding through the Upstream model are eligible to apply if:

• All previously received funds have been spent.

• All reporting requirements have been met.

If your group/organization is interested in proposing to distinct initiatives, you may submit more than one application for review.

If submitting multiple applications, ensure that each application has the information needed within the application form. Don’t assume that the committee already know or will cross-reference applications.

• Funding decisions are the responsibility of the Community Change Committee, a group of peers in the community, supported by a community facilitator.

• The group reviews the submissions and makes funding decisions.

The 2025 cohort is only accepting applications for single year projects. These initiatives must be completed one year after agreements are issued.

If project plans change, or if organizations/groups require additional time to spend funds. They will connect with the Upstream Team to come up with a plan, this could include:

• Updating project timelines

• Revisions to project budget activities

• Contract extensions
